In rural areas it is often difficult to get around without a car. Bus services are limited and cycling is not easy as roads are not conducive to cycling and distances between villages can be large (for casual cyclists). Difficult to know what the solutions are without first understanding people's needs. We don't have the capacity to survey people but wondering what evidence already exists that might inform the debate.
Always a good starting point to understand people's needs
Collect data from Oxfordshire County Council - when they look at planning/mapping such as mobile library services - also could we possibly collect data from bus companies?
