Describe the innovation? Highly effective AI or evolutionary algorithms are useless and even dangerous without high quality data. Small amounts of data, inaccurate data & incomplete data can be worse than no data. There needs to be a standard way for different producers of data to make data available. The UK government is already thinking along those lines: https://www.gov.uk/guidance/gds-api-technical-and-data-standards How will it improve government? High quality data & analysis now drives decisions in the business world where the data is increasingly being analysed with highly effective AI algorithms. Governments are lacking dangerously behind.
Standards drive the efficiency of our networked world without those large organizations will find it hard to move forward quickly enough.
