Roof run-off water is required by law to go either in one's well or into the street. To save a few pennies, many houses are directing this water into the drainage system instead, resulting in drainage leaking into our roads after a sudden downpour causing a health hazard. Incentives should be offered for a few years to regularise one's position, with a higher incentive offered to those who direct their water to their well. Following a period of incentives, strict enforcement should follow.
