Identity Malta was set up to facilitate the IIP and residency scheme in a shroud of secrecy. People have had ID cards issued on false addresses without anyone checking them. A police report does nothing. Complaints to Identity Malta are never investigated. Now once a person has an ID card and an address even if false they can open a bank account (and have), register for tax, even set up a company. It is that bad and no one is looking at this.
