Appoint a Sustainable Development Commissioner (also to be approved by 2/3 votes majority in parliament) who, among other tasks as stipulated in the existing Sustainable Development Law, would 1) draft a national Sustainable Development Plan (we don't have one) and 2) carry out independent assessments of major projects/plans/policies and advise on the economic/social/environmental impact of these projects on the country.
