Start a trial period and try giving opposition shadow minsters a non executive role in their respective ministry. This will help continuity should there be a change in government, more transparency, more agreement on policies and should the opposition have a valid proposal it can be implemented in a better way by the government. Obviously the opposition should co-operate and not hinder the Government's work otherwise the trial would stop immediately
Shadow ministers do not need to be given non executive roles within the ministry to make suggestions which can be taken up by the government. The Minister should be allowed to run his ministry without having his opposite constantly close by. Having said that a shadow minister should be empowered to request meetings with his ministerial counterpart should he feel that things are not being done in the interest of the people
