A zero tolerance policy is one which imposes strict punishment for infractions of a stated rule, with the intention of eliminating undesirable conduct.Zero-tolerance policies forbid persons in positions of authority from exercising discretion or changing punishments to fit the circumstances subjectively; they are required to impose a pre-determined punishment regardless of individual culpability, extenuating circumstances, or history.

Who said get rid of the Judiciary? This proposal takes a proactive approach to crime and corruption by creating a zero tolerance approach. This system is being used in the UK right now.
Guys, each punishment already has a minimum that must be given as punishment if found guilty. I really do not see the point of this proposal.
